PLATTSBURGH — The Clinton County Board of Elections today completed the required manual recount of all ballots cast in the Democratic Primary for the Ward 5 city council member position.
A full hand recount was conducted because the margin between candidates David Monette and Marvin Shaw was 17 after all eligible votes had been received and counted Tuesday, the last day for the BOE to accept absentee and mail-in ballots.
New York State Election Law requires a recount if there’s a difference of 20 or fewer votes. Numbers confirmed the original results.
Monette, the incumbent, has won the Democratic nomination, receiving 123 votes to Shaw’s 106, a margin of 17 votes.
The manual recount was performed transparently with a bipartisan team, which included the commissioners and deputy commissioners from each party.
The recount was open to the public.
“The Clinton County Board of Elections is committed to conducting elections and any required recounts with the highest standards of transparency and accuracy,” election commissioners David J Souliere IV and Mary R Dyer said in a statement.
“We thank our dedicated staff, inspectors and poll workers for their professionalism throughout this election season.”
Monette will appear as the Democratic nominee for City of Plattsburgh Ward 5 council member on the November general election ballot.
According to the BOE, final certification of the primary is expected later this week.
