PLATTSBURGH — Several people were sentenced in Clinton County Court recently.
According to the Clinton County District Attorney’s office, the following people were sentenced for the following incidents:
– Todd Ormsby, 56, was indicted by the Clinton County Grand Jury on May 26, and charged with second-degree attempted criminal sexual act, a class E felony.
The charge stems from arranging to meet whom he believed to be a 14-year-old male for the purpose of engaging in sexual activity on Nov. 2, 2022. Ormsby was taken into custody by the New York State Police when he arrived at the meeting location that he arranged.
The AuSable Forks man was sentenced Dec. 18 by William A. Favreau, Clinton County Court Judge, to three years incarceration and 10 years post release supervision after pleading guilty to second-degree attempted criminal sexual act.
In addition, Favreau, ordered Ormsby to pay a $1,000 fine with a $300 court surcharge, a $1,000 sex offender victim fee and forfeiture of all electronic devices. Ormsby must also register with the New York State Sex Offender Registry.
Ormsby was represented by the Clinton County Public Defender’s Office.
Chief Assistant District Attorney Jaime A. Douthat prosecuted the case.
– William J. Frazier, 30, of Plattsburgh, was arrested on June 11, by the New York State Police and charged with two counts of first degree criminal contempt, class E felonies, criminal obstruction of breathing or blood circulation and petit larceny, class A misdemeanors.
These charges stem from Frazier violating an Order of Protection, impeding the breathing of the protected party and stealing items from the victim’s home.
Frazier pled guilty to one count of first-degree criminal contempt and was sentenced Dec. 18, by Favreau to one and a third to three years incarceration as a second felony offender.
Frazier was represented by Lauren Parnes.
Douthat prosecuted the case.
– Cody Vincent, 30, of Mooers, was arrested on April 27, 2022 by the Plattsburgh City Police and charged with first-degree robbery, a class B violent felony. This charge stems from the defendant forcibly stealing money from Community Bank on that day.
On Aug. 4, Vincent plead guilty to third-degree robbery, a class E felony. On Dec. 18 Vincent was sentenced by Favreau to 2-4 years incarceration as a second felony offender.
Vincent was represented by the Clinton County Public Defender’s Office.
Assistant District Attorney Jeffrey C. Kehm prosecuted the case.
– Timothy Emmons, 60, of Plattsburgh, was indicted by the Clinton County Grand Jury on May 2, and charged with two counts of fifth-degree criminal possession of a controlled substance, and two counts of fourth-degree criminal sale of a controlled substance.
These charges stem from Emmons selling a controlled substance during an investigation conducted by the Adirondack Drug Task Force.
Emmons pled guilty to two counts of fourth-degree criminal sale of a controlled substance, class C felonies, and was sentenced Dec. 18, by Favreau to six months incarceration followed by 5 years of felony probation supervision on each count.
Emmons was also ordered to pay a fine of $2,000 with a court surcharge of $300 and was ordered to pay restitution.
Emmons was represented by the Clinton County Public Defender’s Office.
District Attorney Andrew J. Wylie prosecuted the case.
– Two Plattsburgh men were sentenced Dec. 18, Favreau for failure to register and verify as required as sex offenders in separate incidents.
Kenyon Dean, 41, was sentenced to a 1-year determinate sentence concurrent to a parole violation after pleading guilty to failure to register with a prior offense as a class D felony.
– Kyle Shattuck, 27, was sentenced to a 5-year term of felony probation after pleading guilty to failure to register as a class E felony.
Both men failed to register their change of addresses within 10 calendar days as required as a registered sex offender and were represented by the Clinton County Public Defender’s Office.
