MANKATO — A Mankato man is facing charges in two separate cases after authorities say he repeatedly violated a domestic abuse no-contact order.
Shea Patrick Kelly, 54, has been charged in Blue Earth County District Court in two cases filed March 12 and March 13, each alleging stalking and violation of a no-contact order.
The charges stem from multiple phone calls Kelly reportedly made to a woman — despite her having an active no-contact order against him issued in October 2025 — according to the criminal complaint.
In one case, authorities state the woman contacted law enforcement March 8 to report Kelly had called her two days earlier from a phone number associated with a clinic in Hibbing. She recognized Kelly’s voice and said the call lasted about 15 minutes as she attempted to figure out where he was, the complaint states.
In the other, the woman reported receiving another call from Kelly on March 12 from a phone number linked to a hotel in Rochester. The call lasted fewer than 30 seconds, and Kelly acknowledged he should not have made contact. Investigators confirmed the number was associated with the hotel where Kelly was believed to be staying.
Court documents state Kelly had recently been in treatment in Rochester and was placed on an emergency hold before being transferred to a facility in Hibbing following reported threats toward others. He was later released and no longer permitted to return to the treatment program, the complaint states.
The woman told authorities she fears for her safety due to Kelly’s repeated contact and records outlining a history of prior incidents, including a 2022 felony conviction related to discharging a firearm during a domestic disturbance and multiple assault-related cases.
