MANCHESTER-BY-THE-SEA — An officer who has served 29 years on Manchester-by-the-Sea Police Department has another public safety achievement under his belt.
Lt. Mark McCoy has graduated from the new FBI Law Enforcement Executive Development Association Five Star Chief Executive Institute in Smyrna, Delaware, after completing the two-week, 18-module program.
“This course was off to a rocket start,” McCoy said. “It was humbling to be in a room filled with so many top-level law enforcement executives with so much knowledge and experience.”
The gathering in Smyrna represented the first Five Star Chief Executive Institute program offered by the FBI-LEEDA. The official launch of the program is expected to take place this coming fall.
During the training, leaders from across the nation considered such topics as public and private partnerships, crisis communication, leadership integrity, management of liability matters and also wellness issues.
The aim of the training was to better equip participants with the tools for making informed, strategic and accountable decisions.
McCoy said participation in the course provided him a chance to meet several police officers in executive positions from across the country.
“The forum-style discussion was absolutely amazing and informative,” he said. “I look forward to seeing how this course continues to develop in the future.”
Chief Todd Fitzgerald congratulated McCoy for successfully graduating from the program.
“His commitment to education shows his exceptional leadership skills and we are proud to have him serving our community,” Fitzgerald said.
McCoy was promoted to lieutenant in 2019. He serves as an executive officer, overseeing the Manchester department’s operations, patrol, detectives, school resources officers, court officers and accreditation. In addition, McCoy supervises and leads training in the department.
