METHUEN — Pending City Council approval, a 25-year veteran of the Methuen Fire Department with experience in operating rooms has been chosen as the next chief.
Fire Chief Tim Sheehy will be retiring next month after about a decade as chief and more than 33 years with the city. Deputy Chief David Toto has been chosen to replace him.
“David is a respected leader within the department and the broader community,” said Mayor D.J. Beauregard in announcing the decision. “His deep commitment to public safety and mentorship, and his readiness to adapt and lead, are exactly what Methuen needs as we look to the future of fire service in our city.”
Toto began his career with the Methuen Fire Department in 2000, rising from firefighter/EMT to lieutenant and then deputy chief in 2017.
For the past 14 years he has also worked as an operating room nurse at Holy Family Hospital, where he gained experience treating trauma patients. He has also provided pediatric burn care to children at Boston Shriners Hospital.
“I am very honored and appreciative to be given this opportunity to serve the city and lead the men and women of the Methuen Fire Department,” Toto said. “Thank you to Mayor Beauregard for placing your trust in me. I know I have some big shoes to fill in my new role as chief.”
According to the proposed city budget for next year, Toto will lead a department staffed by more than 110 people, including 81 firefighters with a budget of more than $14 million.
“David Toto represents everything good about our city and the Methuen Fire Department. His leadership skills, temperament, experience, and ability to handle any situation will make him an effective chief. I congratulate David and wish him the very best in his new role,” said Sheehy.
Toto holds a bachelor of science in physical education from Bridgewater State College, an associate of science in fire science from North Shore Community College and an associate of science in nursing from Northern Essex Community College. He is also certified through the Massachusetts Fire Academy’s Firefighter I/II program.
Toto will be sworn in once his appointment has been confirmed by the City Council. He will be stepping into a role with a maximum salary of $266,620, depending on experience.
“This is a department with tremendous heart and dedication,” said Beauregard. “David is the right person to unify and elevate it as we take on the challenges ahead – from fire prevention and emergency response to training the firefighters of tomorrow.”
