Flatrock Land Holdings LLC was granted approval on two preliminary plats in the development of the motorsports park’s housing and garages near the new Flatrock Motorsports Park racetrack in Westel.
The housing development, once completed, will host a housing development of $300 million.
“We thank you for your patience and working with us in this. We understand the significant value that Flatrock is going to bring to our community,” said John Wedgworth, Cumberland County Regional Planning Committee chairman, toward the end of the meeting.
Rusty Bittle, owner and developer of Flatrock, and several Flatrock representatives attended the Thursday meeting.
Flatrock Land Holdings LLC submitted two preliminary subdivision plats. The first plat is subdividing 12.88 acres into 31 proposed new lots just off Westel Road.
The proposed new lots range from .09 acres, 3,974 square feet, to 3.03 acres.
Twenty-nine of the proposed new lots will be dedicated for storage areas, one lot will be dedicated for access, utility and drainage easements, and one lot will be dedicated for commercial use. Twenty-eight of the proposed new lots require variances, including 28 front setback variances, 23 side setback variances, 12 lot size variances, 10 lot width variances and two of the proposed streets will require a right-of-way variance.
The proposed new lots will be served by a proposed 6-inch water line, a proposed new sewer line and a fire hydrant. These lots would be used for paddock garages. It would be a one-way, interior street named Paddock Loop.
The approval required a special motion that was prepared by Cumberland County Attorney Philip Burnett and distributed to the committee via email to the members.
The motion was tailored to the development of a subdivision in close proximity to a racetrack and was more than a page in length.
Kenneth Chadwell, attorney representing Flatrock, said, “Flatrock is OK with this motion and doesn’t have any issues with the motion.”
After several minutes of discussing the motion, Wedgworth moved to accept the motion as prepared by Burnett and presented it to the committee requesting to approve the preliminary plat with all of the variances.
Wendell Wilson, 6th District commissioner, supported the motion, and it was unanimously approved.
The second preliminary plat submitted by Flat Rock Land Holdings LLC is a subdivision plat subdividing 33.35 acres into 39 proposed new lots near Westel Road.
Thirty-eight of the proposed new lots are dedicated for residential lots to be established under a horizontal property regime, condominiums, with the lots being 4,800 square feet.
Each of the 38 buildings will contain four condominium units except for one, for a total of 150 units. One of the buildings is a half-sized building in comparison to the others and only holds two units.
The remaining 29.16 acres will be dedicated as common area to be maintained by a home owners association. The plat shows proposed water lines, sewer lines and four fire hydrants.
After a lengthy discussion about the streets and access for emergency vehicles, planner Tommy Lee recommended Flatrock install a turnaround area for emergency vehicles. Representatives from Flatrock agreed and said they would install a turnaround area near unit A30 in the final plat for the subdivision.
Linda Clark, planning commission member, then motioned to approve the preliminary plat for the subdivision, providing the new turnaround area was included.
Shane Flowers, planning commission member, supported the motion, and it was unanimously approved.
Terry Lowe, 5th District commissioner and member of the committee, did not attend the meeting.
